Communication Coordinators

The main function of the communication coordinators (individually and as a group) is to provide two-way communication between the member libraries and the school library system. This can be accomplished through:

  • regular meetings in which the communication coordinators discuss how to implement the policies recommended by the council;
  • sharing information on system programs (e.g., training), procedures (e.g., interlibrary loan), data collection (e.g., database development, statistics on interlibrary loan, etc.);
  • developing committees and/or interest groups (e.g., an elementary school librarians cluster group, automation users group, etc.);
  • bringing the needs of school library system users (students, faculty and administrators) to the attention of the school library system council and director;
  • identifying subject experts from among member librarians and others and recruiting them to participate in SLS projects and committees; and
  • identifying and recruiting potential council members.


  • Council membership must include: other representatives of providers and users of library services in the school library system per Commissioner's Regulations 90.18(b)(2)(i)external link opens in a new window.
  • Councils work with the director to:
    • recommend policy;
    • do long-range and short-range planning, including overseeing the development of the system's Plan of Service;
    • approve the annual system budget and the system's annual report; and
    • evaluate the system's services.

As required by Commissioner’s Regulations 90.18 (f)(4) each member district of a School Library System is required to complete a Member Plan at least once during a five-year Plan of Service cycle. The plan is intended as both a point for data collection as well as an opportunity for reflection and planning. It should describe how member libraries meet the needs of their students and teachers through resources and programming as well as describe how the libraries make use of the system and its resources.

There are four data elements to the member plan:

  1. a description of existing library resources and services in a format established by the school library system;
  2. procedures for prompt and efficient communication among school library media specialists and reporting to other members of the school community regarding system policies, procedures and services;
  3. provisions for periodic reporting, at least annually, to the governing body of the school district or nonpublic school and to administration, regarding participation of the member in system services;
  4. assurance by the member and its participants that adequate qualified staff is available to organize and administer the library media program and fulfill system responsibilities.

The School Library System recommends the use of the 2020 SLMPE Rubric, which meets the reporting requirements of §90.18 and serves as the official Member Plan for the School Library System of the Erie 2 BOCES Board of Cooperative Educational Services.
